Working together with the Minister of Internal Affairs, Reynard Muldrake, the Ministry of Defense has received critically important intelligence that a new terrorist-style group calling themselves the "Anti Goon Alliance" has taken root in Vanuku. In an emergency session with Chief Executive Officer Fox, the Ministry of Defense has declared a state of emergency and issuing a series of Emergency Orders. These emergency orders are temporary and nature and will be repealed at the culmination of the state of emergency. For now, however, these orders are vital to the survival of the Vanukuan way of life, public safety, and to eliminate the threat to public and private property! Emergency Order #4 temporarily increases funding to the ministries responsible for carrying out counter-terrorism and policing functions. Safety in numbers requires bigger numbers in the budget. We must immediately increase funding to ensure vital government operations can afford to take on these additional responsibilities. |

Message | Funding levels will be restored to their previous levels after the State of Emergency is lifted. We do not anticipate this will put the government in the red, as through shrewd investments we have amassed a sizable emergency fund. |

Message | The VCA is purely using this emergency order out of their own opposition, there is not threat from the Anti-Goon Alliance here. The VCA is making these as one of thier goon plots to stir things up in Vanuku. I expect the VCA and the Free Commune Party to agree but if you look closely they are member of Goons United. |
