"I think we are all aware of the predominant issue of homelessness. We all bemoan it, but now there is a solution to better it. This bill will establish the government as what it should be, the vanguard, the protector of the people. People who cannot afford housing nevertheless need housing, and I believe it is the responsibility of the government to attempt to provide some comfort to those unable to give comfort to themselves.
