MessageArticle two sounds particularly worrying: 'and a small number of private clinics, which are heavily regulated'. Firstly: why should the government regulate the number of private clinics? If the "free public health care system" is of the standard these things usually are, then there is a vast market for a large number of private clinics to provide an acceptable level of service for those who care about these things.

Question: who are the worst possible people to tell a private clinic how to run it's business?
Answer: the people who run the failing state healthcare system!
