One reason minority and marginalized groups are not equal is the lack of equal opportunities which over the course of a lifetime grow to an exponential disadvantage. It starts early with family and environment disadvantages, continues with educational opportunities which effects careers. With that said though, there are many different areas in Egelion. Some have large groups of minorities, some barely have any, some places think progressively, some don't. So this bill is to not mandate by the government that all places need to be a certain way but to say we give the local authorities the right to decide if they want to implement affirmative action based upon their communities traits.
