The Federated Parliament of Rutania, Recognising that minorities in Rutania are being discriminated against by the current legislation; Declares that the Rutanian Federal and State governments shall enforce including minorities in its hiring policies. Further declares that the government shall encourages positive discrimination in the society by means of an advertising campaign called “Minorities Work!”, which shall emphasise that discriminatory hiring policies hurt businesses. |

Message | Because this isnt saying that ethnic minorities or women can do the same job just as well as anyone else, this is saying that they cant and so they need help from the state. The way to end descrimination is to ban descrimination, not enforce it as government policy. |

Message | The best way to end discrimination in hiring is to encourage people to hire members of the ethnic minorities so that the "white" employees and their customers can get to know them better and get to trust them. That gives the ethnic minorities a better image, which in turn will put an end to discrimination. |

Message | Despite rhetoric, the fact of the matter is that Rutanian minorities *are* being discriminated against and they *do* have less chances on a job despite all the merits they might have. And this bill proposes a government campaign that endorses the message of the LIP: ethnic minorities and women can do the same job just as well as anyone else. Message | That depends on what your idea of positive discrimination is. ;-) In this case it obviously means rather hiring people who belong to an ethnic minority or women to ensure their equal participation in the workplace. However, the broader meaning of "positive discrimination" can mean hiring the best-qualified people. (as companies obviously prefer them over non-qualified people) |

The fact of the matter is that Rutanian minoriities are in deep trouble, and the government does *nothing* to help them. It even bans private organisations from helping them! This is truly disgusting. We could have a decent discussion on the merits of various policy alternatives, but the government has done nothing whatsoever to help minories. Message | Apartheid was "positive discrimination" if you happened to be white. The fact of the matter is that this legislation devalues people from minorities, even if they got their jobs on their own merit; it has been shown in other countries to cause resentment amongst the majority and, because the number of people who want and are qualified to do a job is not directly proportional to the percentage of the populace someone's minority group represents, it WILL lead to people being promoted where otherwise they would not have been promoted in favour of a better qualified candidate from a non-minority. This isnt libertarianism, this isnt a meritocracy - this is racism looked at from the other side. No more and no less. |
