| Our party has come up with a way that would be beneficial for the proceedings of the Duma. We would like to create the position of Speaker of the Duma who will "preside" over Duma meetings. The Speaker will be an informal position that members of the Duma will create via resolution vote. Rules for the Election of Speaker of the Duma: 1. Must be nominated by another party and that party must bring a resolution to the Duma floor calling for the Speaker-elect to become Speaker. 2. An election for Speaker must occur after every election cycle in order to keep the will of the majority of the people of Deltaria in mind. If a new Speaker is not elected, the old Speaker remains. 3. Once one Speaker resolution passes, that party becomes Speaker for the remainder of the term unless impeached by a no-confidence vote. (Note: No-Confidence votes require only a simple majority) Any other Speaker candidacy resolutions will be considered null and void until the next election. 4. Re-election for Speaker will not require a resolution. However, a re-election resolution is encouraged so that (if passed) another Speaker candidate cannot be brought to the floor. 5. The Speaker will be the first party to propose a Cabinet. After that first proposal hits the debate phase, all other parties may propose Cabinets. 6. The Speaker will represent the party held in the highest regard by the majority of the citizens of Deltaria. 7. Any amendments to the Speaker Laws will require only a simple majority. 8. The Speaker may NEVER serve as absolute monarch or despost of Deltaria. If he/she is caught attempting said action, a thorough investigation will be launched, and the Speaker will be subject to subpoena. A No-Confidence vote of the Speaker will only be brought up if it seems absolutely clear to the majority of the Duma that the Speaker was involved in such treason. |
