WHEREAS, The Constitution of the Deltarska Federacia states: "The judicial authority shall be vested in a system of courts, both lower and constitutional. These courts shall have absolute power to ensure enforcement of the laws and constitution of the Deltárska Federácia";

BE IT ENACTED as follows:

1. That there is hereby created a "Supreme Constitutional Court" of the Deltarska Federacia;
2. That the Supreme Constitutional Court shall consist of a Chief Justice and six Associate Justices, to be appointed by the President, by and with the advice and consent of a majority of the Duma;
3. That the Justices of the Supreme Constitutional Court shall hold their offices for initial terms of 7 years and upon reappointment shall hold their offices during good behavior;
4. That the Justices of the Supreme Constitutional Court shall be subject to impeachment, and any judicial officer impeached shall not exercise his office until acquitted;
5. That the Justices of the Supreme Constitutional Court shall hold no other office or position, of profit, under this State. Any such justice who shall become a candidate for an elective public office shall thereby forfeit his judicial office;
6. That the Supreme Constitutional Court shall hear petitions challenging a law, action by the Government, or election, brought before it by any party or individual, and that an opinion of the Court be delivered within two years of the petition being brought before the Court, and that an opinion shall require a majority of justices to adopt it;
7. That the Supreme Constitutional Court shall submit a report every ten years to the Duma on recent cases of the Court and any recommendations it may have to make the proceedings of the Court more efficient and effective;
8. That any order of the Supreme Constitutional Court shall be subject to review by the Duma and that any order may be overridden by a two-thirds vote of the Duma, which shall not be subject to a veto of the President;
9. That the Supreme Constitutional Court may not order the Duma or the Minister of Finance or any other government official to spend money without the express majority approval of the Duma; and
10. That this Act shall take effect in January of the year following the passage of this Act.
