Description[?]:
To save plane fuel as well as keeping citizens in the country during troubled times travelling abroad should be restricted so that passports are issued only when neccassary. This bill will only be in effect during these troubled times that we live in to prevent our own citizens spying for the enemy as well as reducing CO2 emissions. Proposed: The nation does not issue passports to any nationals, except on specific authorisation of the Foreign Minister.
