MessageThe citizens of our nation should always be given the choice to volunteer for our armed forces. We should be able to call upon our people in our times of need and allow them rise up in favor or decline our proposition. If we cannot inspire the people of this land to stand up and defend it then we have failed to created an institution that is worth defending. Conscription lies on the precipice of failed policies and are the last resorts of failing nations.

MessageWell, I see your point, and it is valid, though relatively naive. Sometimes the populous is uninformed, and doesn't see the reason to fight as such. For instance, in WW2 the Russian army had a horrible volunteer rate, because the populous didn't realize the threat that the German nation posed at the time. The USSR had to rely heavily on conscripts to be able to fight off the Germans long enough for the Americans to push in the west. If the USSR had failed, and Germany been able to turn it's full attention to Africa and England, we'd be living in a very different, very much worse off world.

Random fact: The influence a bill has on elections decreases over time, until it eventually is no longer relevant. This can explain shifts in your party's position to the electorate and your visibility.
