Protection of Democracy #1009 - Regulation of Constitutional Change

--------------------------------------------------------------------------------

Associated current law: None

Description: Protection of democracy presented by the Legalist Bloc. To prevent a political hegemony from commandering the republic in a time when political representatives are unable to meet it is suggested that whenever a change to the Constitution is proposed that 1) a majority of all parliment seats, regardless of if they vote or not must approve the legislation and 2) at least 3/4ths of the active political parties of the nation must take part in the vote. A party may choose to abstain, but, they must declare this decision (in the debate area).

Development: To prevent a hegemony from instilling a totalitarian government by bypassing the parliment.

Money Source: N/A

Percentage of approval: 2/3%+1.

This bill does two things: 1) it makes it so all reglaments have to have at least 2/3rd's%+1 vote to pass (no 1/2%+1), and, 2) in order for a reglament to pass, at least 3/4th's of the active parties have to have seen the bill (they had to have logged in).
