MessageWell it is not up the the individual police officers discretion. The Police can also arrest someone if they believe they are up to no good, yet we do not see millions of people arrested for nothing. We can trust our Police. This is a safe measure, as it will ensure the communities safety, while it also gives Police the means to disperse a dangerous group if necessary.
