Public and private institutions, though we are fundamentally opposed to the private ones, are allowed to mold their course to teach about local traditions, history, and so forth. The 'national standard' is there solely to ensure schools teach what is generally accepted as fact, for example, barring schools from teaching the Earth is 6000 years old or that it is flat.
