We are attempting once again to reduce the oppressive shelter building code of Sekowo.

As we are drafting this bill, we take "private citizens" to mean "the general Sekowan public", as opposed to the specific individuals which may reside or work in that building.

MessageIt will absolutely not increase cost. Whereas before all buildings have to contain shelters, now only public buildings need to contain shelters.
