The Federation has, of late, been unable to agree upon the formation of a government. This has been something of a continuing problem in the IFD. The United Party, with regret, feels that it is time to move to a system that will ensure the timely formation of governments, so that the people may be represented and enjoy a more efficient administration. 1) The Constitutional Right and Responsibility to Propose a Cabinet We hope that by only permitting the largest parties to form a cabinet we will avoid the glut of cabinet proposals that accompany a system where any party can propose a cabinet. According to the forum, this means the largest SINGLE party or the parties tied for that position. Generally, then, it will fall to only one party to propose a cabinet. 2) The Structure of the Executive Branch By moving to such a system, it is only right that the party who proposes an acceptable cabinet to the Senate be allowed to take the position of Head of Government. A more parliamentary system requires this, as the government will reflect the will of a party, rather than the will of the President. |
