| The purpose of this bill is to introduce a system requiring that all persons wishing to carry and/or own firearms of any kind must receive a government permit indicating that the owner is certified in Firearms safety and marksmanship. All persons who are endowed with permits must also register their contact information with the government. |

However, this legislation could prevent may crimes of passion, and also assist in solving many crimes.
