MessageWell quite a few reasons, dealing mainly with background.
If people go to school and graduate gr.12 some of them would be adults before they leave school, which means they're legally allowed to drink anywhere? Would bringing drinks into the schools really be the smartest choice considering not all people follow laws...

Plus it's the party's favourite number!

And all things considered it's a year difference so we aren't depriving them of anything really.

MessageYou are talking a very small and negligible number.

Anyway so what if that a certain number of pupils are able to drink while still at school- all schools will have the rule of no alcohol on the premises anyway.

Like you say, certain pupils won't follow laws, by hardly forsee a drink problem in our schools.

Random fact: In cases where players introduce RP laws to a nation and then leave, Moderation reserves the discretion to declare the RP laws void if they appear to have fallen into disuse. In particular, please bear in mind that a player who is inexperienced with Particracy role-play and has joined a nation as the only party there should not generally be expected to abide by RP laws implemented by previous players who have been and left.
