OOC. Cities can be founded and renamed by passing a bill like this. We then forward the bill to a moderator and he adds or changes the appropriate coding.

IC. This city, in Kalvere, to be named Eupham, will form the residence of Eupham, one of the Cultist Living Gods. It will be built using Cult money, on Cult owned land. There have been no objections from other people living in the area. All that is needed is government approval (OOC. Mainly so it could show up on the city screen) and work on it could then begin.
