Description[?]:

This bill will return control of rail services to Hobrazian Railways in order to better facilitate the operation of required rail services without risk to service quality or provision which is currently occurring with the privatised rail service providers (guidelines for which are presented below).

Rail services will be provided and operated by Hobrazian Railways (henceforth referred to as HR). In order to facilitate precise and cost effective, and well as easier to control, management of day-to-day operations Rail services will be handled by three separate sub-sectors within HR.
These sub-sectors are:

1. INTERCITY;
2. Provincial;
3. Railfreight.

Sub-paragraph 1: INTERCITY.

INTERCITY operates all high-speed long-distance inter-urban passenger services throughout the Country.
INTERCITY is operated as a stand alone company within HR and is responsible for the day-to-day operations of all services within its operational remit.
INTERCITY is allowed to compete directly with other forms of transport within the Imperial Republic (Air, Road, Water etc), though attempts will be made to fully integrate services within HR and to local public transport services in order to facilitate ease of public use.
INTERCITY is operated for profit, as well as for public service reasons, and is priced accordingly.
INTERCITY is allowed to vet and propose requirements for the purchase of modifications to existing, and the purchase of new, rolling stock required to operate services. These orders are to be passed through the Hobrazian Railways Board (HRB) and the Ministry.

Sub-paragraph 2: Provincial.

Provincial operates all regional and local passenger services throughout the Country including, but not limited to;

- Local and medium distance stopping services,
- Commuter services,
- PTE sponsored services.

Provincial is operated as a stand alone company within HR and is responsible for the day-to-day operations of all services within its operational remit.
Provincials primary function is to provide affordable rapid transportation of passengers and as such operates services in a "public good" provision rather than a "for profit" requirement, unlike INTERCITY.
Provincial is allowed to vet and propose requirements for the purchase of modifications to existing, and the purchase of new, rolling stock required to operate services as well as operating spare "hand-me-down" rolling stock no longer required for INTERCITY use allowing for accelerated journey times on existing services whilst keeping costs to a minimum. All new rolling stock orders must be passed through the HRB and the Ministry.

Sub-paragraph 3: Railfreight.


Railfreight operates all freight operations throughout the Country. In order to streamline operations, Railfreight operates three specialist sub-sectors. These are:

- Railfreight Distribution (RfD);
- Railfreight Heavy Haul (RHH);
- Railfreight General (RfG).

Sub-paragraph 3.1: Railfreight Distribution.

Railfreight Distribution (henceforth referred to as RfD) operates all pick-up, block, container or intermodal, and 'high-speed' freight services.
RfD operates on a 'for profit' basis and is allowed to compete directly with road, air, and sea based transport for distribution and operational contracts.
RfD has operational control of all freight services travelling at speeds of 75mph or greater. Due to these higher speeds, RfD services are limited to train weights of no greater than 1500 tons.

Sub-paragraph 3.2: Railfreight Heavy Haul.

Railfreight Heavy Haul (henceforth referred to as RHH) operates all 'heavy' freight services.
'Heavy' freights are designated as goods such as:

- Coal;
- Metal ores;
- Non-palletised metals and scrap;
- Any freight service at a loaded service weight of 1500 tons+.

RHH operates on a 'for profit' basis and is allowed to compete directly with road, air, and sea based transport for distribution and operational contracts.
Due to the heavy loadings of RHH designated freight services, all RHH freight services have a maximum operating speed of no more than 75mph in order to guarantee safe breaking distances.


Sub-paragraph 3.3: Railfreight General.

Railfreight General (henceforth referred to as RfG) owns and operates all additional railfreight services and rollingstock not already utilised by either RfD or RHH.
RfG's primary duties include:

- Parcels and Mail services (including newspaper deliveries);
- Additional rescue (or Thunderbird) locomotives;
- Weedkiller and Track Clearance duties;
- Private Owner locomotive provision.

RfG operates on a 'for profit' basis and is unique in HR operations as its locomotives are available for private hire by private companies. These operations operate through use of Private Owner Wagons, which are bought by private companies purchasing specific rolling stock to operate their own services and hiring locomotive traction from RfG to haul those services.
Maintenance on private owner wagons is carried out at HR maintenance facilities, after consultation and pricing agreements are reached with private owners.
RfG locomotives are designated as 'mixed traffic' allowing them to operate at higher speeds than would otherwise be capable by RHH locomotives, but are less powerful than RfD locomotives. Due to the haulage limitations of RfG locomotives RfG operated services are limited to a maximum service weight of 800 tonnes.
