Description[?]:
Placing information into history for record purposes. Vote either way - doesn't affect it. ------- Initiative was taken by NPP, Minister of Finance, and introduced the following bill: http://80.237.164.51/particracy/main/viewbill.php?billid=175496 ------- There is currently a major mess up of income taxes. The rates proposed do not reflect any form of sense or reason. At the moment, the low-end middle-class earn more money than any other class, including the low-end upper-most class. Below I am providing the list of statistics to prove this. RESOLUTION -------------------- The CP puts forward a resolution that the income of the low-end of a tax bracket can not earn more than the low-end of a higher tax bracket. Current Tax System --------------------------- Bracket Rate Retained Income Diff. in Income Revenue Rev per % Tax Rate** 10,000 SEK 25% 7,500 SEK n/a 57,957 M SEK 2,318 M SEK 20,000 SEK 30% 14,000 SEK 6,500 SEK 41,592 M 1,386 M 30,000 SEK 40% 18,000 SEK 4,000 SEK 37,898 M 948 M 40,000 SEK 50% 20,000 SEK < highest 2,000 SEK 27,387 M 548 M 50,000 SEK 60% 20,000 SEK < highest 0 SEK 24,891 M 416 M 60,000 SEK 68% 19,200 SEK (800) SEK 7,900 M 116 M 70,000 SEK 75% 17,500 SEK (1,700) SEK 3,989 M 53 M * Under this system, a person would have to earn 80,000 SEK minimum to keep 20,000 SEK, the same as someone who earns 40,000 SEK. What incentive is there to work for a job paying twice as much if you earn just as much? ** The absolute amount of revenue that would change (+/-) per 1% change in tax rate (+/-). "Marginal income revenue". SOLUTIONS ----------------- 1) Increase Tax Brackets (i.e. the value at each level) 2) Lower the difference in tax rate as the income increases Progressive Tax System --------------------------------- OOC: I can not find any Particracy support with respect to progressive tax reforms. Therefore, I assume it does not exist in Particracy. Plan A Tax System (Proposed by NPP - January 2532) ------------------------- Bracket Rate Retained Income Diff. in Income 10,000 SEK 20% 8,000 SEK n/a 20,000 SEK 30% 14,000 SEK 6,000 SEK 30,000 SEK 40% 18,000 SEK 4,000 SEK 40,000 SEK 50% 20,000 SEK < highest 2,000 SEK 50,000 SEK 60% 20,000 SEK < highest 0 SEK 60,000 SEK 70% 18,000 SEK (2,000) SEK < higher income earners earns less Plan B Tax System (Proposed by CP - June 2532) -------------------------- * Equal tax rate for all ---> 35% Bracket Retained Income Diff. in Income Change in Income Tax Revenue 10,000 SEK 6,500 SEK n/a 23,180 M SEK 20,000 SEK 13,000 SEK 6,500 SEK 6,930 M 30,000 SEK 19,500 SEK 6,500 SEK (4,740) M 40,000 SEK 26,000 SEK 6,500 SEK (8,220) M 50,000 SEK 32,500 SEK 6,500 SEK (10,400) M 60,000 SEK 39,000 SEK 6,500 SEK (3,828) M 70,000 SEK 45,500 SEK 6,500 SEK (2,120) M Plan C Tax System (Proposed by CP - July 2532) -------------------------- Bracket Rate Retained Income Diff. in Income 10,000 SEK 25% 7,500 SEK n/a 20,000 SEK 30% 14,000 SEK 6,500 SEK 35,000 SEK 40% 21,000 SEK 7,000 SEK 58,000 SEK 50% 29,000 SEK 8,000 SEK 100,000 SEK 60% 40,000 SEK 11,000 SEK |
