It shall be known ; that as we speak Jelbania is sending half a million men into Cobura, and stationing a full million along their Western border. As we estimate their standing army to be no more than 1.52 million men, this will leave a mere 20,000 professional soldiers to maintain civil order and man the rest of their borders. According to experts[1] this will doubtlessly result in hordes of uncontrollable Jelbanians rioting against their governments and eating babies[2].

Thus, we propose carrying out a Humanitarian Action[3] deep into the heart of Perimor and protecting the people and culturally significant valuables in this most important province of the Jelbanian nation[4] in the name of Majatran co-operation and global brotherhood[5].
