MessageWe had planned to propose a budget which eliminated the deficit altogether all at once. But we realized that the economy had become adjusted to the new spending level, and that that might not be a good move. The shock of a sudden budget cut after a sudden budget increase might be more than the economy can handle.

We believe this approach, which reduces the deficit by about half, is more prudent. More adjustments can be made down the road to make the transition smoother.
