Recognising that the purpose of penal servitude should be rehabilitive rather than punitive. Recognising that many governments make use of violent and sexually abusive prisoners who are wholly impossible to rehabilitate as a method of punishing and deterring petty criminals whilst absoliving themselves of any blame. Furthermore, recognising that in some circumstances rehabilitation is an excersize in futility and it falls apon the government to 'cut its losses', so to speak, the NSP proposes the following... |

Old value:: Prisoners are not given any form of education.
Current: An education plan for prisoners is provided to improve rehabilitation.
Proposed: An education plan for prisoners is provided to improve rehabilitation.
Article 2
Proposal[?] to change Prison policy concerning prisoner labor.
Old value:: Prisoners are interned and do not work in prisons.
Current: Prisoners can do certain jobs in prison, voluntarily, for a small wage.
Proposed: Able-bodied prisoners have to work during the day.
