| RECOGNISING that higher education is essential to the future growth of the Republic of Deltaria, and RECOGNISING that no system of state funded higher education exists It is proposed that the Republic of Deltaria maintains, promotes and encourages participation in higher education. The term higher education includes universities, vocational schools and colleges. |
