Description[?]:

This proposal needs a 2/3 majority to pass.

The impartial Speaker of the General Assembly has the duties as mentioned below:

1. safeguards a respectful course of the debates
2. safeguards the conduct of Members of the General Assembly
3. is allowed to request the moderators to delete proposed bills which are 20 or more game years old.
4. will manage the removal of the proposed bills of inactive parties
5. has to inform new parties about this regulation

Notes:
A. Definition of art 1 and 2: This House rejects the notion that speech should be censored or suppressed on grounds of content that people of a certain race, religion or sexual orientation might find offensive.
B. The actions of the Speaker should be announced on the nation's message board (at the bottom of the nation's page).
C.The Speaker is elected by the parties in the House on a 2/3 majority vote. Any party may nominate a Speaker, except for the Party which holds the office of 'Head of Government' (currently the Prime Minister). If the Speaker resigns (or if the Party they are from disbands), then the largest party in the Assembly which does not hold the office of 'Head of Government' will be the Speaker pending a new vote.
D. A new party will be informed by the acting Speaker about these regulations. If this party gains seats after an election and does not agree with these rules the Speaker of the House has to ask the House for advice.

MessageWe think "6. will be the vice-president of the Republic" should be removed as it would cause the Speaker not to be politically impartial (that is if we are going for a UK style Speaker as opposed to a partisan US style Speaker). Another suggestion - "B. The actions of the Speaker should be announced on the nation's message board." be changed to "B. The actions of the Speaker should be announced in the Kirlawa Chronicle." There are no message boards for specific nations. Other than that we agree. We stress though that our support is contingent upon note A remaining in the bill and if that is removed we shall withdraw our support. We also suggest religion might be added to race and sexual orientation (because of bills on school prayer, religious dress etc).

MessageInteresting. Senate Bills don't usually need a supermajority...

This is an interesting idea. Having checked the old legislation, the bill: http://80.237.164.51/particracy/main/viewbill.php?billid=144756 (which passed), set the Vice-President as the runner up in the Presidential Elections. I have to admit that I had completely omitted to use this in the election reports, which is my fault.

A speaker is a good idea. However, if they are liable to change every week (with each election), and if the largest party doesn't want the role, or just doesn't do it, it could be quite a chore to keep it going.

I'm also wondering what the reports would be.

The bit about removing old Bills is useful, although there's nothing to stop anyone going into the moderator forums to ask for old Bills to be cleared out. It took a while to get done, because no Mods picked up the request for a bit, but it doesn't really need doing that often.

Instead of C, I'd suggest the following:
The Speaker is elected by the parties in the House on a 2/3 majority vote. Any party may nominate a Speaker, except for the Party which holds the office of 'Head of Government' (currently the Prime Minister). If the Speaker resigns (or if the Party they are from disbands), then the largest party in the Assembly which does not hold the office of 'Head of Government' will be the Speaker pending a new vote.

It looks a little more complex, but It means that the Speaker doesn't change every election, only with a new vote, and that there is some balance.

We meant the message box at the bottom of the nation's page. It's more practical to use because the messages of the Speaker will be brief. Agreed ?

KPF:

NLFFP / KPF: "6. will be the vice-president of the Republic" is removed and we suggest to maintain the current situation as stated by the KPF. Do you have alternative ideas to make the Speaker a bit more important or should we keep it like this?

MessageWe don't think that the Speaker should have too much power, as it is would be liable to politicisation. So the current shape of the proposal looks good to us.

We will, of course, ensure that for future elections, we will include the Vice-President on election results posts.

For the moment we suggest to keep it like this because it's a Senate bill which cannot contain system generated proposals.

It will not be part of this bill anyway and has to be proposed by a party in the General Assembly (2/3 majority is needed as well). This is a Senate bill where no system generated articles are allowed.
