The unrest caused by Communist guerillas has gone on for TOO LONG. If this is to stop, rights must be forsaken temporarily to SAVE LIVES. If you do not believe in this, you do not believe in safety, and as such, the lives of our citizens. |

Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: The government builds and maintains a network of shelters across the nation.
Current: Every public building is required to feature provisions for civil defence and at least 50% of spaces must be allocated to private citizens.

Message | A curfew time needs to be added to the bill description, unless we wish to leave it up to the discretion of the Ouparath, which we recommend. We also must oppose using the military as our sole police force, because the military must be ready to defend us from potential foreign attacks. With the Indralan tension not yet over, the military must be free to act without needing to police the homefront as well. |
