| 1. Formally acknowledging the allied status of the Vanuku Federation to the Free Federation of Zardugal 2. Recognizes that a strong and capable military on both sides will prove mutually beneficial, and strengthen the ties between our two great nations 3. Dispatches 500 technical experts, 350 metallurgical experts, 850 engineering experts, 75 nuclear experts, and 1,000 top military drill instructors to Fort Bartlett in the Vanuku Federation to assist and facilitate in all possible means the development of the Vanuku military along the lines of the 2527-2533 Zardugali re-armament program and Project Iron, the current overall re-armament program (with amendments by Project Titanium) 4. These experts will be picked by Cabinet consensus and will remain under nominal control of the Defense Ministry, and as such may be recalled if the Defense Ministry deems it necessary 5. Designates the Treasury to grant 100,000,000,000 ZAR (115,101,289,134 VAN), one-tenth of the current Zardugali Defense budget and approximately one-fourth of the Vanuku Defense Budget, to be donated as a gesture of goodwill to the Vanuku Federation from the Zardugali Defense budget, for the purposes of facilitating its military development 6. The 100,000,000,000 ZAR is to be given annually beginning at the start of the 2542 fiscal year and the final payment guaranteed in this bill will be for the fiscal year 2544, with the possibility of continuing the donation if believed to be necessary and agreed upon by the National Directory |

| Message | The Vanuku Federation Chancellor Menzies today welcome the news of this act. Chancellor Menzies stated that he was: "Eternally grateful for this proposed amendment, the people of Vanuku praise the action of the Zardugal Lord Marshall and all parties within the Zardugali Assembly." He further announced that if this bill pass in Zardugal, the main sources of it’s monetary fund would go towards purchasing Zardugal made defence weapon’s, including large orders of aircraft already in decussion with the Zardugal Defence Ministry. |

| Message | Currently, we are in negotiations with the Vanukuans to purchase 300 F-15SGs, and are negotiating with them re dedicated air superiority fighters. We shall be developing a W/BVR AAM for the Su-47, MiG-37 & whatever aircraft the Vanukuans decide to adopt. |
