MessageDSP is correct. "Civilian national services" are non-military.

OOC:
We have a civilian national service in Canada too called Katimavik. It is volunteering in the local community and a learning program that focuses on protecting the environment, national unity, cultural diversity and leadership. Ironically the current government wanted to pull the plug on the program because we need to brace for the effect of the American economy going down the gutter but instead, they approved funding for an additional year. I personally like it.
In Quebec, all students have to volunteer for a semester about 15 hours per week to learn the same ideals as in the federal civilian national service. I did it and you feel good about helping others (I helped seniors).

MessageOOC: It's true. You have to volunteer at an approved location. Or else the teachers have to fail you. The students have to listen to a Ms. Hitler's orders or else they give you a bad report and you fail. And if you fail, you have to do it all over again! No! =D Vive le Qubec! Vive la libert! Libert? Who am I kidding?!?! =D

Random fact: Characters are considered to be "owned" by the player who first mentioned or created them. In practice, players may share responsibility for role-playing a character, but ultimate authority rests with the owner.
