"In addition to the development and production of new battlefield units, the CSDI and the CAF propose the creation of a new electronic and satellite battlefield communication and observation system. This system is being regarded as a 'Next Generation Battlefield System'.

A list of proposals for achieving these aims are:

1. An underground command centre to be built in a secret location. It would serve the purpose of monitoring, connecting, and maintaining the various systems such as GPS, satellite imaging and communication networks. Would collect all the various data to present an accurate and up-to-date account of the battlefield and front-line. They could then present this data in some real-time electronic format to be accessed by front-line units.

2. Mobile command centres in the form of armoured vehicles which could access the various systems, including satellite imaging and helmet cams (small cameras fitted onto soldiers helmets). Commanders would have access to accurate, constantly updating data to make real time command decisions.

3. The previously mentioned helmet cameras, to give rear-area personnel an accurate and real-time view of the front-line. The images will be collected and recorded by the underground command centre. This technology would also allow us to investigate various incidents on the battlefield. These will be fitted to all army helmets.

4. An electronic tracking system for the purposes of monitoring friendly and non-friendly forces. Electronic tags could be attached to vehicles and soldiers, allowing commanders to monitor and direct all battlefield movements with increased accuracy. These devices could also be fitted to enemy units by means of special forces infiltrating the enemy. When in place with satellite imaging, we could have an extremely accurate picture of enemy dispositions.

5. Satellite imaging and GPS (along with central command data) to be implemented into each vehicle and aircraft, along with a portable hand-held device for battalion, company and platoon level commanders, taking the compiled data from central command.

The system is expected to cost around 10-20 billion COB (per year) to develop and produce over the next 10-15 years. In order to achieve our goals, we will require the creation and launching of military satellites, provided by a nationalised space agency."
