Bill: UCG13 - Improved Kanjoran Immigration Regulation and Loyalty Act of November 2545

Details

Submitted by[?]: Union Hosienne-Démocrate (UHD)

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: November 2547

Description[?]:

With the soon-to-be-passed immigration reforms, the UCG concedes its defeat on this issue for the time being. However, we and our constituents wish propose the following Amendments to those pieces of legislation.

Amendments:

I - Declaring Intention of Nationality Before Immigration Court: All immigrants, upon entering the country, who choose to become nationals, must personally and legally declare their intent of nationality before a legally defined, and managed, immigration court. They must have proper paperwork filled and filed, have paid fees, and they must meet the proper criteria for legal adoption of Kanjoran nationality.

II - Background Check of Applicants: All immigrants, upon personally and legally declaring their intent of nationality, must file for a background check of they and, if so applies, their families. The Free State, will not, except under mitigating circumstances as approved by judicial action, allow for any immigrant (and/or their families) to proceed in the nationalizing process with a violent, insurrectionary, criminal, or indolent record.

III - Oath: All immigrants, before their legal recognition of Kanjoran nationality, are hereafter required, by federal law, upon the pain of denial of Kanjoran nationality and deportation, take the Oath of Loyalty to the Free State of Kanjor.

Oath of Loyalty to the Free State of Kanjor:
I, _______________________, do hereby solemnly swear, in true faith and of sound mind, that I declare allegience to the Constitution of the Kanjoran Free State as by law established, and that I will be faithful to it and its culture, and that I will faithfully observe its laws and fulfill my duties as a citizen of the Free State. I have disavowed my previous nationality, severed all but superficial ties to my ancestral homeland, in order to wholeheartedly accept Kanjoran nationality and all that it pertains. I will never rise against the Free State of Kanjor or its Constitution as by law established, but will defend her with all of my strength, all of my mind, and all my heart.

IV - Probationary/Assimilation Period: All immigrants, upon the passing of their nationality as required by law, must partake in a probationary period of no less than two years after the time of the legal recognition of their Kanjoran nationality. Each immigrant and immigrant family will be given a legally defined and recognized Case Officer to observe the immigrant family during the probationary period.

V - Probation/Employment & Housing: All immigrants must find steady employment and housing no later than the end of the first year of the probation period except under mitigating circumstances as approved by judicial action, or will be forced to reapply for nationality and/or deported to the country of previous origin.

VI - Probation/Criminality: Any probationary candidate legally prosecuted and found guilty of an offence greater than gross misdemeanor against the stated laws of Kanjor and/or against the stated laws of any Region(s) shall face the relevant judicial sentence or denied nationality and deported to country of previous origin upon their choice.

Message1) We disagree with the concept of forcing nationality upon immigrants. We fail to see what there is to gain from this.
2) An invasive background check should not be necessary for all immigrants. We would understand if they were coming from, say, Alduria, but not from nations with whom we have become strong allies.
3) Denial of nationality is the only thing necessary here.
4) Absolutely not.
5) We support this.
6) Either jail or deportation, but we would not both.

One must choose!
Otherwise, I don't care.

MessagePL: "Proposition BL34 - Réformes" states:

Article 1: "Proposed: Anyone is able to claim nationality."
Article 2: "Proposed: Citizenship is granted to all nationals."

1. Nationality is in recognition of the immigration bills that will pass. These bills propose that all those with nationality are given citizenship; therefore citzenship = nationality and vice versa. So we feel it is best to have some cirterion for adopting nationality.
2. This is on an individual basis. Just because we have friendly relations with a nation, does not mean that immigrants from that area are not criminals or subversives. This is merely a background check of criminal records (you get the same thing if you apply for a civil service job).
3. Are you saying "no deportation" here?
4. A probationary period of two years is to help in assimilation into Kanjoran culture and society. With immigrant support groups sponsored by the State, allowing immigrants from areas to stay in touch with their new government as well as get in touch with others who are having similar experiences. What exactly do you object to? Too much government? Or what?
5. Cool beans.
6. Duly noted.

MP: Ok, a choice between the two.

Forpees: These amendments do not limit immigration; they do not mention race or culture (except Kanjoran) and therefore, do not discriminate against individual races or cultures in the immigration process; they do not treat immigrants as secondhand citizens (they share the same rights, only have three specific and defined restrictions); and they do not call for the mass genocide of any groups within or without the country. So ... in what ways are they racist, fascist or evil?

Or is this something deeper ... tell me, how is your relationship with your mother? And how does this make you feel?

MessageAll but number 4 (and, by extension, number 5) are quite necessary and acceptable as a compromise on this issue in which both sides give up a little. We will support.

MessageWe agree there ought to be criteria for those seeking nationality, but seeking nationality is not something that ought to be mandatory. there is nothing wrong with living in Kanjor and choosing to keep your own nationality. Sure, it will make life harder for you, but that is a personal choice.

With article 4, you asking us to fund what looks like a very expensive, mandatory integration program. We dislike the probable price of such a venture and we dislike the lack of choice involved.

MessageSo no integration system for number 4 is what I am hearing. Are we keeping the probationary period?

And a choice for nationality ... then should this be extended to ALL immigrants, and not just those wishing to claim nationality?

MessageActually, we did. We changed:
I - to "if they choose to become a national"
IV - away from the mandatory immigrant meetings
VI - gave the choice of "jail or deportation".

Are these not what we had discussed??

Random quote: "Ask the experimenters why they experiment on animals, and the answer is: "Because the animals are like us." Ask the experimenters why it is morally okay to experiment on animals, and the answer is: "Because the animals are not like us." Animal experimentation rests on a logical contradiction." - Charles R.
