This bill is to construct a permanent and utilitarian monument dedicated to Kafuristan within our capital city, Pabeustine. It shall be constructed with existing prisoner labour in both aspects of extracting the materials and in the process of construction, effectively costing nothing. It will have the capacity of serving host to a variety of significant events.

From high altitudes, the entire area will appear to be our lush flag of red, white, black, and green.

The black shall be attained by constructing a dark-watered man-made lake stocked with fishes, amphibians, lillies, and tortoises. The calm waves in this pond shall serve as a reminder of our flag's folds. The red star will be accomplished through laying bright red masonry, to form a raised stage on which many events may be focused or fixated. The star's white rim, and therefore the base of this island, is accomplished through a pale pouring of concrete to form a slightly elevated platform which bevels into the water. This same bevelled concrete coast will form the initial white curved chevron. From there, the red masonry is again used in an elevated seating area which looks out upon the lake. A concrete pathway separates this stepped seating array from the final region, a park of green trees, bushes, and grass. The pathway will accommodate a number of food vending carts. Likewise, green recycled plastic benches are to be scattered throughout the park area and around the shores of the entire lake (for convenience).

Upon completion, a number of social events, speeches, and celebrations may utilize this national ground. This flag, to-scale, shall be approximately 128 meters in breadth and 192 yards in length equalling a total area of approximately 25000 square meters, approximately half of this consisting of the dark water area.

MessageFeeding and housing of prisoners is already accounted for under the current budget.
The only setback the construction of this park will have is a temporary reduction in license plate manufacture.

MessageWe believe this is the perfect permanent reminder to represent and thank all of Kafuristan and Pabeus. The construction effort is expected to take only fifty twelve-hour working days with a crew of just over two hundred men (guards included), bringing the costs to 4.8 man-hours per square meter. With a generous 1:6 guard-to-prisoner ratio,
at $13.75 per hour, total extraneous government expenses are kept well under $250,000, leaving room for the transportation costs.

Are these detriments not worth the benefits? Our prisoners will certainly benefit from creating a positive and permanent contribution for their country.

MessageThere also would have to be drivers to truck in materials (can't have prisoners have a chance to escape to the outside world, now?), managers, secretaries, administrators, accountants to keep track of funds and pay, etc...
