The AAP beleives that prisoners will be better rehabilitated, if they are active in society, in some small capacity. As a route to this, the AAP suggests that prisoners be allowed to work certain jobs within prisons, for a limited wage... bringing them into the Likatonian 'market', and allowing them to be taxed - and to actually pay PART of the costs of their own 'accomodation'. |

Message | Currently they have to work anyway, whether it be in chain gangs or other hard labour. They are already contributing to the economy by doing this work for free. Surely if we make this scheme voluntary, then man hours will be lost as many will not volunteer. Also they are going to be paid a small wage, so the tax take will only be small anyhow (those earning under 452 LIKS pay 5% income tax), and will only cover a tiny fraction of the costs created by their imprisonment. Better to make them all sweat, rather than allow a few to make an income, which no doubt would only be spent on illegal contraband in prison. |

Message | We were just thinking of introducing this again ourselves. We have passed this many times, but it has always got put back. Some suggestions: If they have fines from their convictions their wages must first go towards paying this off they can use their wages (but not other money) to 'buy' nicer conditions (eg bigger cell etc.) We believe that voluntary work encouraged in this way will be economically more valuable, because those who work voluntarily rather than by force work harder and are easier to teach new skills. We can still contract their labour out, so we will make more this way. Also the civil rights of the prisoners, which in my opinion are restricted under current law, remain intact. Win win policy. |

Message | Civil rights of the prisoners? The whole point of them being in prison is to limit their civil rights as a punishment for their crime. Next you'll be arguing that they shouldn't be put in prison at all. |

Message | I am not in favour of corporal punishment under any circumstances. to FORCE people to work continuously there has to be continuous violence involved, if they are unwilling. Giving them a big incentive to work is fairer to the prisoners and much easier for the guards. |

Message | The AAP feels that the BEST aspect of this proposed Bill, is that it mirrors Likatonia. Outside of incarceration, we expect our released convicts to contribute to society, to buy, sell, work... etc. And yet, we won't expect them to become 'slaves' - so our current prison system is not gearing our prisoners towards re-integration. Also - as the LPE illustrates, there are 'incentives' to the prisoners to do effective work, and they can still do the 'contract' work they currently do... but, under influence of market forces. |
