The following mandates are hereby declared law:

1) Possesion of recreational drugs is forbidden, with the exception of medically prescribed drugs.

2) Consumption of recreational drugs is forbidden, with the exception of medically prescribed drugs.

3) Local governments are responsable for creating the necessary laws to control the recreational drugs.

4) Local governments are going to receive grants with the specific purpose of creating new drug investigation units.

5) A new national department shall be created with the purpose of controlling recreational drugs and overseeing local departments.
