Currently, "the nation reserves the right to use nuclear weapons in warfare for any reason." Nuclear sites in Golavia and Kregon must not be comprimised. The Parliament of Free Peoples calls on President Harkness to place these missiles on hair-trigger alert and target all Likatonian cities, military bases, ground forces, and fleets. Should Likatonian troops cross the border into Golavia or Kregon, these weapons should be immediately launched.

The President shall vacate Andalay Palace at once and perform his duties from an undisclosed location in Kregon or other interior republic to prevent an enemy first strike. At least one representitive of each party shall accompany the President.
