Description[?]:

"Not all Jews practice Judaism, and such, not all Jews are subject to the sabbath; nor should they be. There are also other religions that practice sabbaths on different dates (such as those Muslim crazies).

This bill is to simply make it clear that anyone may opt out of "honoring" the sabbath, such as Atheists and Agnostics, that don't recognize it. Of course, an employer that practices Judaism cannot allow any of his employees to work without violating his or her religion.

However, an Atheist or Agnostic employer may request any of his fellow irreligious employees to come to work on the Jewish sabbath without violating any such code."

MessageOf course they do. The bill doesn't restrict them. It simply says that they can't be forced to work by a non-religious employer against their own will.
