| Expresses the hope that adoption rates will increase to combat the problem of children living without parents. Professional Private institutions may more know how to handle the adoption of children and assign them with new parents facilitating the process and making it more efficient. |

Old value:: Adoption is strictly regulated by the government. Only by passing several tests and by following an intensive program applicants can adopt children.
Current: Regulation is used to screen out only those with a previous history of child abuse.
