In order to facilitate proper geographic and cartographic studies of the nation, we declare that: 1. The nation's capital city be Nicomopolis, in the national subdivision of Nicoma. Having the capital on an island ensures security. 2. The national subdivisions shall be known as Departments. In addition, the official name of the country shall be changed to the "Union of Quanzari Soviets". |

However, as I am not confident that the Nihilists will vote in favour and that this bill will fail by a small margin to win 2/3 of all votes, I shan't move to the voting phase until the Nihilists agree with this bill or elections that see parties that support the bill win enough seats. |

Message | Let me restate that this has nothing to do with the ideology of the parties, but it's simply the economical system that has been the foundation of the Democratical Emirate for 20 years.
