Having the capital on an island ensures security. 2. The national subdivisions shall be known as Departments. In addition, the official name of the country shall be changed to the "Union of Quanzari Soviets". |

| Message | Let me restate that this has nothing to do with the ideology of the parties, but it's simply the economical system that has been the foundation of the Democratical Emirate for 20 years.
