| Creativity deserves to be rewarded. Due to our current system the best and brightest of our citizens leave our land to earn their fortunes elsewhere. We need to attract these people to our lands not drive them away. |

Do we pay by the piece of set stipend. I could probably write a novel in a few weeks, if I don't care about quality. If we care about quality who decides this? So I quit my job become a novelist, churn out the required number of books to keep my stipend, and live the good life. A serious author/playwright/artist would draw the same stipend for real work. |

With the exposure available currently, a gifted writer of any sort will get enough to live off of. The problems of the past where related to getting the break of getting your work published, now there are enough methods to publish that one can get the work out. If it is any good (or even if is not) people will by it. Don't knock word of mouth, as a way of getting work purchased. |

There are easier ways to make more money than this, which is surely the most effective control against abuse. |

Not a whole lot of incentive to put out a book if another company can just grab the book, publish another edition and take advantage of the editting, marketing, etc and thus get a better profit. Without copy protection there will be no publishing industry. Or is everything electronic (a commons website run by the governent) and no one profits from a published work, again we return to anything gets published and thus everyone gets a stipend. |
