The parties to this treaty affirm their desire that all peoples and all governments should live in peace, seek to promote stability and well-being on the continent of Keris, and resolve to unite their efforts toward collective defence and the preservation of peace. Article I - The parties undertake to attempt to settle all disputes in which they may be involved with nations existing outside the Keris League by peaceful means and to refrain from the threat or use of force unless they are dealt with in such a manner as to feel that their peace, security and justice is threatened. They undertake to settle all disputes with other parties to this treaty by peaceful means and not to threaten or use force. Article II - The parties will recognise all signatories and their institutions, will seek to promote within Keris conditions promoting stability and well-being, will concentrate on the development of peaceful and friendly relations between the parties and will seek to establish, where possible, collaboration on policies relating to defence issues. Article III - The parties will consult with and, if necessary, provide aid to the other parties in the maintenance and development of collective capacity to respond to and resist armed attack. Article IV - The parties will agree to consult whenever any of the parties, individually or collectively, faces a situation where the territorial integrity, political independence or national security of one or more parties is threatened. Article V - The parties agree that an armed attack against one or more of the parties shall be consequently considered to be a declaration of war against them all and agree that, if such an attack occurs, each of them will assist the party or parties attacked by taking whatever action they collectively determine is necessary to restore and maintain security. An armed attack can be defined as an aggressive military operation by a foreign power that has not been provoked by an identical action undertaken by one or more of the parties. Article VI - The parties hereby agree that they will refrain from the use of biological, chemical or nuclear weapons except where it is clear that a significant and real threat is posed by another nation, or group of nations, to a member or members of the Keris League, and that it is, after due consideration, likely that such a nation, or group of nations, will use biological, chemical or nuclear weapons. Article VII - The parties agree to establish a Council of the League, in which there shall be twenty votes. Each nation shall have five votes. Each resolution before the Council of the League shall be put to the Parliaments of the various parties to this treaty and the delegates of that nation to the Council shall distribute their votes in exact proportion to the votes of their nation’s Parliament. The island of Ananto, part of the Federal Republic of Kalistan, may be granted observer status, but will not be entitled in any measure to a vote. The Council may vote to establish subsidiary bodies under this or any further treaties signed by the parties. Article VIII - Where the parties unanimously believe that the principles of the League and the security of the continent of Keris may be improved by inviting nations beyond our continent to join the League, any nation welcomed by all members must lodge their instrument of accession with the Government of the Democratic Commonwealth of Egelion. The Government of the Democratic Commonwealth of Egelion must then notify the League of Keris of the addition of a new member. This arrangement shall continue until such time as the parties agree on an alternative administrative arrangement. Article IX - All parties agree that the tenets of this agreement take precedence over the terms of existing treaties relating to the defence of the continent of Keris and will continue to take precedence over any new treaties made. Article X - Where one or more of the parties believes that the security of its government and peace of its people are threatened, and believes it is faced with a situation that cannot be resolved save through an act of aggression, all parties to this treaty shall consult to determine whether a case exists for the other members of the League to act in military partnership with the act of aggression. Any retaliatory action taken by another nation against members of the Keris League in response to an act of aggression shall not fulfill the requirements of Article V. Article XI - This Treaty shall be ratified by whatever means each party judges is in accordance with their respective constitutional processes. Upon ratification, the parties shall be bound by the Treaty for a period of twenty years. However, after a period of ten years, one or more parties may request consultation for the purposes of reviewing this Treaty with regard to factors affecting peace and security. After twenty years, any Party may cease to be a party with the provision of two years notice to the Council of the League. Article XII - Upon ratification of this Treaty, the parties shall convene to discuss the establishment of a headquarters for the League in a city and nation to be determined. |

Message | Well ... I'm not entirely in favour of the character of the Keris League this treaty forms. But I support the movement in principle so will support it. I would however be very careful about the military alliance section of this treaty. We could indeed end up in situations because of hot headed actions of others. |
