Message#5 they do have a say, they regulate it, but the jobs are given to the private sector to handle, so it's more economical.
#1 I really wish this could be separated, I would like both to be in effect, but again if there is a need, for a specific crop the private sector will fill that need, where there is a dollar to be made there will be someone there to earn it.
