"We now present this bill as to answer the question as to who decides when strikes are unreasonable and when not."

>>Be it enacted by the Knesset of the Sixth Jewish Homeland of Beiteynu, let it be resolved that:

1)(A)The national government of the Sixth Jewish Homeland of Beiteynu shall issue twelve million BEI to the GXH-5328 to be used for the purposes of creating an independent national organization for the Homeland charged with deciding whether strikes are unreasonable or not, as well as representing the Beiteynu workforce as a whole and managing any other labor issues delegated to it by the Knesset.

2)(A)The organization in (1)(A) is to be entitled, "United Labor Board." (B)The short title shall be the acronym ULB.

3)(A)The ULB shall be co-chaired by the Minister of Trade and Industry, the Nesí Hamdiná, and the Rosh HaMemshala.

4)(A)The ULB shall be separated between the "Panel" and the "Senate." (B)The three chairmen shall sit upon the Panel, as well as (C) a Panel-member of (a) each of the eight largest viable national political parties, (b) each of the five largest labor unions, (c) each of the five largest corporations, (d) each of the three largest workers' cooperatives, each of the three largest consumers' cooperatives, and (f) each of the three largest consumer unions.

5)(A)The ULB Senate shall be composed of a Senator chosen by every registered labor union, workers' cooperative, political action committee, consumers' union, consumers' cooperative, corporation, company, law firm, educational institution, scientific institution, and psychological institution in the Homeland that does not have a ULB Panel-member.

6)(A)Every registered labor strike within the Homeland shall be reviewed by the ULB Panel, and if a majority vote of the ULB Panel finds the strike to be a legitimate strike with grounded cause, the strike shall be deemed a legitimate strike to be officially recognized and protected by all governments within the Homeland. (B)If the ULB Panel finds a particular registered labor strike to be illegitimate, unreasonable, or without grounded cause, the strike shall be deemed an illegitimate strike if the a majority vote of the ULB Senate concurs. (C)If the ULB Panel finds a particular labor strike to be illegitimate but the ULB Senate does not, the strike shall be brought to a revote in the ULB Panel, and if the ULB Panel finds by 2/3 vote in favor that the strike is illegitimate, it shall be declared illegitimate. (D)Else, the strike shall be legitimate.

7)(A)Any strike considered illegitimate shall have no recognition or protection under the law. (B)Employers shall be free to fire participants in an illegitimate strike.

8)(A)The parties that control the Minister of Trade and Industry, Nesí Hamdiná, and Rosh HaMemshala shall not have any other Panel-members in the ULB Panel.

9)(A)In the event that any ULB Panel-member or ULB Senator may not attend a particular ULB activity, he or she may appoint a representative to temporarily substitute in his or her place.

9)(A)The national government of the Sixth Jewish Homeland of Beiteynu shall pay the United Labor Board ten million BEI monthly to maintain its services.<<

Message"Whilst we understand the majority of the Knesset do not share our viewpoint, this seems an adequate example of why we object to government involvement in strike action; what should be a simple, and non-government, matter, where both employers and employees know their rights and both know the risk they face if a strike is called, is turned into an over-complicated, beaurocratic and, probably in the end, corrupt and partisan affair.

However, accepting that this is an unavoidable reality while the law as it is, we shall vote for this bill if a few changes are made.

Firstly, we object to Raamiah Galgenstrick inclusion as a ULB chairman. The GXH-5328 and the GJA should have no greater influence than any other corporation or political party. We would suggest that the minister for Trade and Industry would be a suitable, and a fairer, replacement as chairman.

Secondly, we think that due to the Chairmen having other duties which may take precident over examining labour strikes, they should be able to appoint a representative, to attend the panel on their behalf if they are unable to.

Thirdly, we believe the view of the panels decision should take precedence over that of the Senate, since it seems less open to corruption and reactionary opinion. We therefore think article 6)(C) should be changed to reflect this, and the ULB Senate should only have the power to make the panel review the strike again, not to automatically declare it legitimate."
