This law will become official only if Likatonia passes a similar bill before 2575.

1. The current ceasefire will be made official, marking an end to the Rapulan War.
2. Seleyan Union troops will be asked to monitor the border until a formal treaty is signed.
3. Likatonia will recognize Lodamese territorial claims in Rapula.
4. Likatonia will recognize Lodamese sovereignty over ethnic-Likatonians with Lodamese citizenship.
5. A formal peace treaty will be negotiated in good faith at a later time.

MessageAt this point, it has become painfully clear that Likatonia is unwilling to "pay for what it has done." And Lodamun is unwilling to make them. So dragging this whole ordeal on any longer seems impractical.

MessageA cease-fire is not a peace treaty. If this passes a state of war will continue until a peace treaty is negotiated. In response to the DPLP, I am willing to make them pay every cent of what they have caused us through force, but I have been trying to get them to pay peacefully. This cease-fire is a declaration of surrendering. It is not fair to our people.

MessageIm not saying that the PFP cant declare a peace, but the PFP cant tell the other country to agree to peace. The PFP only has a mandate withing our sovereign boarders, so we order the foreign minister to settle a peace soon but we cant directly negotiate with Likatonia officials since Likatonia is not under PFPs mandate

MessageThis cease-fire contains a proposals from a treaty such as the recognition of territory, etc. A cease-fire would only contain the first proposal. This is a peace treaty. Since this bill was not proposed by the Foreign Minister or at least negotiated by the Foreign Minister, I will not recognize it as official, even if it passes and I will ignore it. I urge all parties to vote no.

MessageThis is a peace treaty. You do not hold the Foreign Minister position. I will disregard this treaty because of the nature of it. I will move to impeach all the representatives of Parliament from the URP for proposing a peace treaty, which they are not allowed to do.

MessageProposals 2,3, and 4 are only allowed on a peace treaty. A cease-fire is just that a cease-fire, not a bill with proposals. I will not allow the URP to take over any cabinet position by force. You do not hold the Foreign Affairs Ministry, you are not allowed to propose this treaty.

MessageOf course Parliament is allowed to pass a bill even if this one is a treaty. What is not allowed is some one other than the Foreign Minister to propose a peace treaty, even though you say it is only a bill.
