Description[?]:

WHEREAS the government of Greater Hulstria has a duty to promote the cultural heritage of all civilised groups found within its borders;

WHEREAS throughout its history, the Crownland of Mitrania has exhibited a unique blend of Hulstrian nationalism and Mitranian local identity; and

WHEREAS the people of Mitrania wish to preserve their local dialect of Hulstrian and ensure that Mitranian youth are given adequate instruction in this dialect;

Be it therefore enacted upon the Kaiser’s most excellent Imperial Majesty, on advice of the representatives of the people of Greater Hulstria, in this present Imperial Diet, assembled:

An Act to make provision for the preservation and development of Mitranian culture within the frames of the Imperial Crownlands of Greater Hulstria.


SECTION I - MITRANIAN HULSTRIAN DIALECT


Article 1) The right of parents of children attending a government-funded educational facility in the Crownland of Mitrania to have their child educated through the Mitranian dialect of the Hulstrian language shall not be abridged.

Article 2) All students of primary and secondary educational institutions located in the Crownland of Mitrania shall be provided with adequate opportunities to study the Mitranian Hulstrian dialect without excessive financial cost to themselves or their families.

Article 3) The national Ministry of Education and Culture shall make adequate financial support available to organisations and events designed to promote the usage and development of the Mitranian dialect of Hulstrian.

Article 4) The national Ministry of Education and Culture shall make adequate financial support available to promote the usage of the Mitranian dialect of Hulstrian in various communications systems in the Crownland of Mitrania.

Article 5) Speakers of the Mitranian dialect of Hulstrian shall not be denied the right to communicate within the dialect in court proceedings in the Crownland of Mitrania. All courts in the Crownland of Mitrania shall make adequate provision for speakers of the dialect.

Article 6) The right to address an official political body in the Crownland of Mitrania of which one is a member in the Mitranian dialect of Hulstrian shall not be abridged or denied.

Article 7) Generally, the Mitranian dialect of Hulstrian shall, as far as practical, be considered fully equal with Imperial Hulstrian in all aspects within the Crownland of Mitrania. All measures passed by the government of the Crownland shall be recorded in both Imperial Hulstrian and the Mitranian dialect.

Article 8) The national Ministry of Education and Culture shall, in association with the government of the Crownland of Mitrania, establish the Mitranian Hulstrian Dialect Commission to aid it in the proper execution of its responsibilities under this Act.

Article 9) In addition to the duties outlined in Article 8 of this Act, the Mitranian Hulstrian Dialect Commission shall, after consultation with appropriate academic sources, publish regulations regarding the official use of the Mitranian dialect of Hulstrian.


SECTION II - MITRANIAN CULTURE


Article 10) To commemorate the anniversary of the establishment of the Mitranian Free State, the Fourteenth day of August shall be celebrated annually within the Crownland of Mitrania as Mitrania Day.

Article 11) All public offices shall close for Mitrania Day and all civil servants and those in the employ of the Crown in Mitrania shall be given a paid holiday on Mitrania Day.

Article 12) The national Ministry of Education and Culture shall, in association with the government of the Crownland of Mitrania, establish the Mitranian Cultural Commission to promote the preservation and development of Mitranian culture.

Article 13) The Mitranian Cultural Commission shall, by the authority of this act, make financial grants in order to fulfil the goals mentioned in Article 12 of this Act.

MessageWe cannot agree with placing Mitranian Hulstrian on par with Imperial Hulstrian outside of Mitrania. Therefore we cannot with articles 6 & 7.

As for Article 6, it only grants members of the Imperial Diet to address the Diet in Mitranian Hulstrian.

MessageOkay, we miss read 7, however our position on 6 stands. If any member of the Imperial Diet wishes to address the Diet they must do so in Imperial Hulstrian as it is the language of government and so that all members of the Diet will fully understand the speaker.
