Bill: Anarch Anakrousite Reform Bill - The Heavy Hand
Details
Submitted by[?]: Commonwealth Workers Army
Status[?]: defeated
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: February 2114
Description[?]:
The AAP is concerned that Likatonian citizens are being punished, en masse, for the suspicions of a few, and the illicit actions of a handful. The AAP believes it is unconstitutional, immoral, and unjust, to punish ALL Likatonian citizens for the actions (or even the suspicions) of a few. As such, we seek to overturn the corrupt ban on gathering allowed to local government. |

Message | If the AAP read the ASBO Law that came into effect, they would realize they could only be applied to individuals, not to whole communities. Therefore the current law actually benefits the community, and punishes the few. The Act is working and should be left unchnged. |

Message | That was implied, but not directly stated. The asbo system was described, but there was no prohibition of the use of this power in other capacities such as to curfew entire areas. |

Message | "Anti-Social Behaviour Orders are to be given to individuals found guilty of anti-social behaviour, such as graffiti, spitting in public, intimidating old ladies. ASBO's will give an individual a curfew, with which the individual is not allowed out of their home between certain times. For example a known child sex offender could be given an ASBO by a local authority to prevent him leaving his house whilst the local school is opening/closing. ASBO's are handed out by local authorities." That is the wording of the bil, it clearly refers only to individuals being given ASBO's. |

Message | Response to the Royalist. And yet, the power STILL remains at the discretion of local government. There is STILL no universal policy, or guarantee that a given local government follows the SPIRIT of the law, rather than the letter. And the LETTER of the law, allows (potentially) any or all individuals, to be confined to their homes after certain hours. |

Message | The AAP believes that the LPE hits the nail on the head, there is no 'safeguard' against abuse. Motion moving to vote. |

Message | "That is the wording of the bil, it clearly refers only to individuals being given ASBO's" Yes, that is the ASBOs. However, (and I realise I am being infuriatingly technical, but government lawyers can be the same), it doesnt say that the ASBOs are the only type of curfew to be set. |

Message | While curfews are certainly an intrusion on the rights of the citizens, we feel that the power to set them is essential for the local government to retain. In the case of natural disaster or civil disturbances, this is the best way to ensure the safety of the law abiding majority of our citizens. |

Message | Actually - a mandatory evacuation might be a better way to deal with a disaster. I have to disagree. Curfews, as a POLICY, are tantamount to a police state. I don't believe we wish to go down that road. |

Message | While I respect the opinions of my fellow Senators from the AAP, here we will have to agree to disagree. I believe that as long as the curfews are subject to jucicial review, as all actions not specifically excluded are, the benefits outway the dangers. |

Message | We give thanks to the RLP for their candid expression, although we beg to differ on the actual views stated. To the AAP, any reduction in freedom for citizens to BE citizens, is too much. |

Random fact: It usually takes up to an hour for election results to generate. During this time, the "Next Election" date is put forward a month, which is confusing. Do not worry! In a short time, the election result will generate and the "Next Election" date will then correct itself. |
