Since the parliament blocked any attempt to defend this nation, it is suggested that we at least get bomb shelters. Even though they are meant for civilians, it will give our soldiers and their broomsticks somewhere to shelter. |

Current: The government builds and maintains a network of shelters across the nation.
Proposed: Local authorities are responsible for building and maintaining shelters.
