Bill: Senate Resolution 57: Executive Agenda - Peace Department Minister Confirmation

Details

Submitted by[?]: Federal Independent Party

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: January 2571

Description[?]:

In compliance with the rules of the Department of Peace Legalization Act of 2447, a Minister of Peace must be elected by the Senate. The seat has been vacant since the first Minister of Peace Eugene White finished serving out three six year terms. Due to the implementation of several newer regimes at the time, the Peace Department remained active though without a head.

It is now the executive order of Supreme President Ijeral to fill this gap. Due to the boycott of the Department of Peace debates by the last regime, a new one shall be held with the more sensical Senate make up. The Peace Department requires a new Minister of Peace, and this shall begin the confirmation of a new minister.

(Original Minister of Peace Confirmation Hearings link: http://80.237.164.51/particracy/main/viewbill.php?billid=136673)

As the original founder, creator, and first representative of the Peace Department, the Federal Independent Party, with the backing of Supreme President Ijeral, nominates George Gereg to fill the empty position.

-------------------------------------------------

In turn of the passed Department of Peace legislation, the Senate is called to nominate and confirm a Minister of Peace as written in the binding resolution:

"Section III: Department Minister

Article 1) The Department of Peace will have a Minister elected by the Senate body. The Supreme President must confirm any elected Peace Minister. If the Supreme President vetoes the Senate-elected Minister, the Senate must make a new decision as to who will replace the previous Minister.

Article 2) The Peace Minister will be elected to 6 year terms in order to allow the Minister time to gather information on international situations and to deal with them in appropriate time frames. After a six year term, the Peace Minister must be reelected by the Senate body.

Article 3) The Peace Minister requires a simple majority to be confirmed by the Senate body."

As the founding party and creator of the Department of Peace, we of course will be selecting a capable candidate with a proven record to fill the seat for the first time in history.

Other parties are legally allowed to nominate a Peace Minister.
----
Confirmation Process

There will be four steps to confirm a Minister. The order proceeds as:

1) Debate & Nominations: Debate and nominations will be held for a full day (RL)
2) Simple Majority Vote: A simple straw vote will be held where parties post whether or not to confirm a Minister to voting stage. They will either post "Yes", "No", "Abstain". If the candidate receives a simple majority, the Senate will proceed to the Voting Stage.
3) Voting Stage: Once voting stage is held, the debate will be turned into a routine vote. If the Minister acquires a simple majority, he/she/it will proceed to be officially accepted by the Supreme President.
4) Supreme President: If the Supreme President vetoes the nominee, the Senate must return to debate. The process will be continued unless the Senate overrides the Supreme President's veto with a 2/3 majority vote.

(Note: Only parties with seats will have a materialistic voice. Any party that votes that is without seats will only be honorary and symbolic.)
---
Candidates (If any; should a party choose not to nominate a candidate, they may proceed to endorse a party or party's candidate. If so, it would be very much appreciated should they announce this early to save time and work. However, dropping out of the nomination process and moving to endorse another candidate is very much tolerable and understandable should candidates change and a party prefer a newer candidate compared to a party's older candidate.)

MessageI don't like the idea of another minister able to interrupt the Senate, HoG and HoS's responce to a war. It's too easy to create havoc in the midst of a terrible situation. My party cannot support any nomination of this post. We suggest it best to leave this issue alone.

MessageWould the Senators from the SRNP be willing to support the nomination process should we take the initiative to revise the Department of Peace legislation so that the Senate may simply override the Department's intervention?

MessageGood day to the Senate, Supreme President Ijeral, Senate Warden Belisarius, and other party leadership. It is a pleasure to speak before you here today.

As you know, I have been nominated by my party to seek a seat as the Minister of Peace in the Peace Department. I am honored to accept the nomination and believe that initiating the rebirth of the Department of Peace will be the proper, legal thing to do. After all, the Department of Peace is a binding piece of law.

For the purpose of the Senate's convenience, I shall now give you a brief background of my life and acheivements, as well as my career in public service.

I was born to middle class parents in Halion, Orame. My mother was a member of the Xzarin Catholic Church's secular division, which provided employment for managing church public relations and running non-religious orientated materials. My father was a civil rights lawyer who worked to represent those who did not have enough money to pay for a quality attorney.

Growing up in Halion made many deep impressions on me. The life of the big capitol city was thrilling yet equally dangerous. Several times during my youth I can remember witnessing many unstable events of radicalism and change that took place as protests and public statements of sorts. These events indeed changed my life, as I took part in them.

My first major step into public service was in 2539 when I volunteered to serve in First Minister candidate Lorenzo Bailen's campaign to unseat Federal Republican incumbent Edward Wagner. I gained a lot of political campaign experience while working with Bailen's supporters and was able to learn what people really wanted to see changed. After the successful election of First Minister Bailen, I decided to run for Orame State Senate in a special election to fill an empty seat whose incumbent had died from a fatal heart attack. I was able to secure the majority of the votes with 54% and consequently was elected to the State Senate in 2540.

In the State Senate I worked on a series of initiatives. Mainly, I sponsored and wrote several pieces of legislation rebuilding the ailing infrastructure of Orame and mainly, Halion. I also became noted by the media for my work in attempting to end racial discrimination and hate crimes against homosexuals through public law. After serving another three year term in the State Senate, I moved onto a different career in politics.

My term approached an end in 2546 and I decided to make a run for the Orame Governorship. I built my campaign and office agenda off of ending the serious government corruption and abundant discrimination within the workspace. Following a heated campaign, I eventually won on election day with a generous majority of 58% of the vote.

The governorship proved harder than I had imagined. With a slowing economy and difficult labor relations with unions, the Orame economic situation soon turned negative. I was unable to make much headway my first two years as well due to the State Senate being controlled by an opposition party. However, as the third year of my governorship approached, I made increasingly notable progress. I was finally able to root out several lobbyists who had been giving illegal donations to officials' offices and signed a series of bills into law illegalizing discrimination in the workplace. I proposed an economic initiative which involved utilizing the government as a force to provide jobs for the unemployed on state highways and other public infrastructure, but ultimately was never able to enforce it due to my departure from the governorship. Despite my ability to turn around my tenure, I opted not to serve a second term.

Following my leave in 2549, I was invited by the Solentian Civil Liberties Union to act as its Chairman. I served on the SCLU from 2549 - 2558 until I made a run for the Senate in 2559, which I ultimately won. I have served in the Senate since then and have worked to cooperate bi-partisanly with fellow Senators from both sides of the aisle.

It is my belief that as Minister of Peace, the Department will be turned around. It has remained dormant for a very long time, and it is time it has its rebirth. If confirmed as Minister of Peace, I will make my full agenda centered around revitalizing the Department.

Thank you for your time.

MessageThis is a very important part of the Ijeral Administration's planned agenda. If there are any negotations to receive nearly the entire Senate's support on this issue, we will be willing to hear them out. However, the nomination process will go on.

MessageWe would not, sir. We see not need for intervention at all. This republic has managed to avoid war for well over 100 years now, and we did it without a Peace Minister, so we can see it as only an extra beaurocrat, and an unneeded one at that.

Harold Belisarius.
