Civil Defense is a matter of the Government. Protection of our people have to be the same throughout Trigunia and should not depend on the spending behavior of local authorities. The Government is responsible for an equal safety for all our citizens. |

Message | We oppose this. By devolving the policy to local authorities you get a range of implementations so that people can live in areas where the level of spending/protection matches their own goals. With a single centralised policy, everyone is stuck with whatever central government thinks is best. |

Message | But isn't accommodating sufficient shelters for our inhabitants a responsibility of the government ? If not , apparently you find it acceptable that , in times those shelters are needed , the level of protection will depend on the way local authorities spend taxpayers money. We believe that it's too easy for local goverment's to choose other priorities and allocate not enough of the budget to building en keeping shelters. But it's a comforting thought that our shelter in Parliament is well build. |

Message | By that same token, apparently you find it acceptable that in times those shelters are needed, the level of protection will depend on the way one single government authority spends taxpayer money. We believe that it's too easy for central government to choose other priorities and allocate not enough (or too much) of the budget to building shelters (in the most politically useful locations - like you say, our shelter in Parliament is well built). If you believe you need greater protection than what the national government is providing you have no choice but to move to another country. If local government is in charge, at least you have the possibility of moving to the next town. |

Message | We believe that the central Government has to watch over this. it will do a better job and is to our people more equal. Of course we have Parliament to check this. Your suggestion that civilians will leave the country in order to have a better protection is only theoratically. |
