WE, your Majesty’s most dutiful and loyal subjects, the Diet of the Luthori Commonwealth, do humbly beseech your Majesty that it may be enacted, and be it enacted, by the Queen’s Most Excellent Majesty, by and with the advice and consent of the Governor, Protector, Prime Minister, Cabinet and Members in this Diet assembled, and by the authority of the same, as follows (that is to say):—

I. A pre-requisite of two years public service must be undertaken by Her Majesty's Subjects before taking the Citizenship examination: which much be taken in the Luthori language and consists of questions on Imperial history, Christian scripture and the Royal Family.

II. On passing the test and swearing the Oath of Allegiance to God and the Queen of the Luthori, Subjects become Citizen's and are issued identity cards to prove their status (these will be required when voting, standing for public office, applying for certain jobs, &c).
