Message | This bill needs to be discussed jointly with the tax proposal being voted. We have already stated our position towards the federal budget in this house, and while we advocate for the minimization of the government and the progressive reduction of the budget, we are sternly against the complete nullification of departments. Besides, the current taxes give a revenue of about 335 B CDC, while the new tax proposal would make about 115 B CDC. Per the Budget Balancing Act recently passed, this result is incompatible with this budget proposal, as profits would range from 25 B CDC (if the tax proposal is passed) to an outrageous 240 B CDC. These quantities amount to 25% and 250% of the budget, respectively. The Act requires profits to be under 10% of the budget, and unlike with the emergency deficit resolution, there is no legal override. There are two solutions: either taxes are further lowered (which would not really make any sense since at 3% they would be quite low already), or those 15 B CDC of excess profits are redistributed among the nullified departments. This last choice is our preferred option, since those departments cannot just be cut off funding without its _full_ powers being transferred to Cantons. Furthermore, what are the ministers of those departments to do? Just sit in their collapsing offices and starve to death? This budget is not serious, and we'd like to see it corrected for compliance with the Budget Balancing Act. We thought that it would not be necessary to remind parties (and the ruling party of all!), of the importance of obeying the law. Conclusion: our vote on this proposal is in the negative, though we'd support an alternate version corrected for compliance with the BBA. |

Message | The ministers of dissolved social programs are in name only, the League cannot justify such ministries to its paying constituents. We feel that an income tax - free system is paramount, as a balanced budget is less important than halting the seizure of the people's earned wages. |

Message | Following the recent, irrational tax proposal by the Communist party, we'll side with the JLC on budgetary issues from now on, even though we don't agree with the policy of removing ministries without completely transferring their powers to the Cantons. |
