Acting on discontent that is fuelled by the ongoing civil war, activists in the east coast province of Roccato are demanding more regional autonomy! A statement signed by (mostly urban) citizens urges the withdrawal of both Confederate and Royalist troops from their province. Some officials and managers of Roccatan public institutions are tentatively agreeing, and have joined the movement in asking for more of a say in managing local affairs. The localist movements asks that the Royal Government and the Confederate armies both agree to grant autonomy to the Provinces for the business of running the police department, the fire brigade, libraries, museums, public transport, drinking water, waste disposal, and the maintenance of public shelters. |

Message | There is currently heavy fighting going on in Roccato, so I doubt any withdrawal of troops will be possible for the moment. However, these matters concerning provincial autonomy should be handled after the Civil War, considering that this would require an amendment to the constitution. As there currently is no central government, there really isn't the possibility to push through an amendment, let alone that there is "one" constitution. The Union has its constitution (which is the one of Hutori as it is now) and the Confederation has its constitution (which is in a bill called "Constitution and Structure of the Confederate Democratic Republic of Hutori"). As it stands, Roccato is deeply divided amongst voters aswell. 69.23% voted for the Union parties, 30.77% voted for the Confederate parties. |

Message | We firmly believe in state's rights and a de-centralized government, so we could definately support a legislation of this description. We believe that de-concentrating central authority over political issues allows the power and decision-making capacity to reside with the families and communities that are often forgotten or neglected by centralized governments on a national scale. If the good people of Roccato want things a certain way, we say let them have it. |

Message | "If the good people of Roccato want things a certain way, we say let them have it." If only things were that easy. Both the Union's and the Confederation's constitution favour a centralised state. As stated before, matters such as this should be handled after all conflicts have ceased. |

Message | I will be voting against this for now. We feel that if it is just Roccato that wishes for this then it should probably not include any legislation. Legislation, to me, implies that the entire country is under those rulings. This is a provence we are talking about here, not most of the country. |
