There is absolutely no guarantee that a local government won't piss away the money somehow, or ensure a good quality of service. Someone shouldn't have to put up with a shoddy run-down library just because he's in the 'wrong' region. |

Message | That is the wrong analysis...people in the regions will have greater say on if they actually want their hard earned taxes on libraries or tax cuts..there is greater accountability of local governments so if the people in the region want libraries they can force it through public opinion or elections. And local people know what is needed for their area much better than central government..It is giving people a greater say and is called local decision making |

Message | No, its about circumventing social equality. You don't want to spend money on public services - admit it - so you hand down the decisions to local governments that are weaker and more corruptible. And at the end of the day, people in the region will suffer. |
